ABSTRACT

The State Council agrees with the Ministry of Water Conservancy regarding its "Report of a Few Opinions Regarding the Collection and Use of Water Fees in Irrigation Districts." The main reasons for the inability to collect water fees are: In some places the local leading cadres do not clearly recognize that the irrigation water fees are part of agricultural production costs. The agricultural cooperatives of the irrigation districts and other registered water users should incorporate the water fees that they should pay into their expenditure plans for each year's productive investment. The utilization of water fees should be done in accordance with the principle that water should support water. The concrete measures for water fee collection, utilization and exemption should be determined and implemented by the various provinces, autonomous regions, and directly administered municipalities themselves. On state-operated projects, those which have not been incorporated into the budgets can be met temporarily by local water control expenses.
