ABSTRACT

Since the founding of the nation, the Zhejiang province has constructed a large number of water projects under the guidance of Chairman Mao Zedong's revolutionary line. The Party organizations and revolutionary committees at every level must strengthen their leadership over water management work. The state owns water projects undertaken by the state. Water projects undertaken by the collectives are owned by the collectives. Whether large or small, water projects must mobilize the masses for discussion and set up and strengthen both the various rules and regulations for water management and mass pacts for maintenance. The operations of water facilities, such as reservoirs, culverts and gates, and mechanized and electrical drainage and irrigation stations, should be strictly and systematically controlled. All water using units should pay water fees to the water management organizations. Only small fees may be collected from boats for passage through navigation locks or field embankments. The water fees are funds collected and spent by a given unit.
