ABSTRACT

The enterprise staff — workers, technicians, engineers — are given the right to decide one of the most important questions of management: who is to be a manager. The problem of electing people to positions of management has constantly been under the scrutiny of the Communist Party of the Soviet Union. The election of managers of production remains, as before, only a prerogative of public opinion. The experiment is being watched attentively by public organizations and the trust administration, and party organs throughout the territory have shown an interest in it. There is talk about extending the experiment and conducting similar elections in several industrial enterprises in Krasnoiarsk." The survey was conducted using the so-called method of stratified nonproportional sampling among those groups and layers of the population directly concerned with the particular problem, and whose opinion could therefore be assumed to have some social relevance.
