ABSTRACT

The Central Committee of the Chinese Communist Party promulgated the "Regulations Governing the Political Work of the Chinese People's Liberation Army" on March 27. The regulations explicitly embody Mao Tse-tung thought, sum up the rich experience gained from the political work in the armed forces over the past several decades, explain the important principles of political work in the armed forces, and preserve and develop the fine traditions of the People's Liberation Army. The regulations stipulate that both political commissars and military commanders are leading officers of army units and are jointly responsible for the work of their army units. The regulations also stipulate that, while handling the internal relationships and solving ideological problems among the masses, it is necessary to follow persistently Chairman Mao's teachings, such as the method of "unity-criticism-unity" and the principle of combining strict demands with patient persuasion.
