ABSTRACT

“Minority Representation” is the first chapter to analyze a specific population engineering strategy. It addresses the idea of minority representation, a concept that did not fit neatly into the paradoxical idea that minorities must simultaneously be minimized and protected in their civil and political rights. Instead, protecting the democratic state – often termed as a desperate bid for stability in a highly unstable period – took precedence. Protecting European peace though protecting democracy came first, even if it ironically meant undermining some of the first principles on which that democracy was meant to be based.
