ABSTRACT

The E-Governance Era includes a wide range of activities of democratic importance, including the potential role that Internet-based voting processes may play in modern governance. The process of Internet-based e-voting has generated much interest in the modern era as it relates to the ability to contribute to electoral participation. In accordance with the Federal Voting Assistance Program (FVAP), the creation of the "Electronic Transmission Service (ETS) enables local election officials to transmit and receive election materials via fax or email to/from Uniformed members and overseas citizens at no cost". The initial dimension of e-voting concerns processes associated with casting a ballot and could include the usage of various information and communication technologies (ICTs) associated with any number of reforms derived from Help America Vote Act (HAVA). In relation, a security concern associated with the future of online voting includes cyber-attack activities, such as phishing, that could potentially have significant negative repercussions on electoral processes and outcomes.
