ABSTRACT

Scientific knowledge is recognized as being important in the modern era to provide decision makers with necessary levels of technical information that can greatly contribute to ensuring that government actions are better able to address complex contemporary issues. A technocratic approach to governance is one that relies heavily on expert knowledge to help guide actions intended to address issues of importance that affect society on the whole. A technocrat is an individual that is an expert in a given field whose specialized knowledge is used by governmental decision makers when crafting public sector actions. The usage of scientific knowledge in the public sector may create a whole subset of issues for democratic governance in the modern era. The increased presence of technological advancements and the consideration of the applicability of open innovation can influence the means supporting citizen–government interactions in the modern E-Governance Era.
