ABSTRACT

The latest forms of communication via the Internet are causing new problems for national legislative bodies. This chapter describes some of the problems related to designing legal rules and outlines the shortcomings of legislation as a tool for enhancing morals for cyberspace. The Internet may be compared to a lawless 'Wild West' in the sense that it is very difficult, in practice, to apply remedies to illegal acts due to its international character and the difficulty of identifying persons acting on it. Number of institutions in society aim at overseeing the moral behaviour of its members. Legal rules and regulations are necessary to the support of morality. When the Internet becomes familiar and common to everybody, traditional institutions will transfer their traditions and moral values there. In addition, companies selling goods and services on the Internet may contribute to creating a sense of morality by reducing the feeling of anonymity.
