ABSTRACT

The election of the first democratic Scottish Parliament on 6th May 1999, changed Scottish and UK politics. Indeed the desire for change - in particular the demand for more democracy within Scotland, and the UK Government’s determination to decentralise power - were powerful ‘change drivers’. The introduction of a national parliament, with the promise of further devolution within Scotland, created a need for mechanisms to manage the workings of the new democracy.
