ABSTRACT
Even during the early years o f the United Nations regime some States declared that the right to self-determination entitled peoples and nations to constitute independent States and to determine the form of governments they wished to adopt.1 This right does not, as stated by the UK delegate during the debate on the Recommendation Concerning International Respect for the Self-determination o f Peoples, end with the formation of free and independent sovereign States. It is a continuing process.2
