ABSTRACT

The Chinese government intends to review its environmental and public health governance system to identify opportunities for improvements. This chapter discusses the key models and a practice that the Chinese government may wish to consider in rethinking and presents some examples of environmental policy successes and failures. It discusses the design of an environmental governance system. At both international and national levels, there is debate as to whether and, if so, to what extent environmental standards should be set at the level of central as opposed to local government. The chapter addresses key issues relating to governance design, including establishing institutions and authorities, allocating authorities, establishing procedures, accountability and supervision, and legal remedies. The procedural cornerstones are transparency and access to information, consultation, evidence- or science-based, risk assessment, cost/benefit analysis, and ex post regulatory assessment. The chapter presents that the models and best practices, are not intended as templates that China can implement immediately .
