ABSTRACT

This chapter concentrates on the institutional and policy issues which have emerged in the 1990s. It outlines regional policy during the reform period and the process of decentralisation and territorial reform. The chapter discusses the debate over regional policy, concluding that the foundations of a modern regional development policy are in place. As Poland has a long tradition of spatial planning, some experts have been raised various spatial-related issues of regional policy, often insisting that neither regional policy nor physical planning can be developed separately. The decentralisation and territorial administrative reform of the State in Poland, despite problems which have arisen in connection with this process, has provided a good regional and local base for the implementation of a modern regional policy.
