ABSTRACT

This conclusion presents some closing thoughts on the concepts discussed in the preceding chapters of this book. The book explores two important issues relating to the development of China's SEZs from 1980 to 1997: the reasons for the problem of policy inconsistency, ambiguity, and unpredictability and the effectiveness of the SEZs as a key reform experiment for the ongoing national economic reform. It also discusses the impact of China's imminent accession to the WTO on the Xiamen economy, especially on the FDI sector. The financial incentives offered to foreign investors have attracted the attention of the controllers of resource flows both within and outside the zone and they have abused the terms for their own benefits. The book concludes that it is the confusion between real economic reform and the implementation of the Special Policy and, in some cases, the substitution of the former for the latter, which has distorted the major reform policies and their effects.
