ABSTRACT

The concept of quality will differ depending on the industry. Furthermore, different project owners will interpret quality differently and often adapt their quality expectations to the project. Quality plans are developed during the pre-construction phase or project start-up to document the quality assurance/quality control (QA/QC) procedures to be used on the project, which is a similar approach to developing project-specific safety plans. Implementation of the QC plan requires that only specified materials are procured and qualified subcontractors are employed. Contract specifications should identify work items that require testing and inspection. Whereas some owners could perform inspections with their own forces, it is common for third-party professional testing and inspection agencies to be engaged to perform the testing. Quality control inspectors prepare daily reports to document their inspection activities and any deficiencies identified. These daily inspection reports should be reviewed by the superintendent, field engineer, and all of the project management team.
