ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book examines the task of the management of public services in Hong Kong, with reference to recent local developments. It discusses the issues related to the management of public services, with reference to the available literature - both international and local. The book deals with a case of crisis faced by the Hong Kong public service, both immediately before and after the handover in July 1997. It examines the problems related to the opening of Hong Kong's most expensive/huge public transport infrastructure, Hong Kong International Airport. The book provides an assessment of the role of the Civil Service in managing public services and anticipating and responding to major crises. It considers the management of an unexpected crisis in the form of avian flu. The book sheds light on the complex issue of public confidence in the legal system in the SAR.
