ABSTRACT

This chapter reviews the major strategies adopted by the governments of Hong Kong and Shenzhen in promoting entrepreneurship of the graduates as well as industry-university collaboration. Four major strategies are adopted including the establishment of an Innovation and Technology Bureau, promoting universities on knowledge transfer, and facilitating start-ups and the process of incubation. Universities are encouraged to become entrepreneurial by commercializing academic research, deepening the collaboration with industry sectors as well as encouraging students to engage in entrepreneurship. The chapter focuses on policy responses adopted by the Hong Kong Special Administrative Region of People's Republic of China in the promotion of the smart city, innovation and entrepreneurship. With the aim of supporting university graduates' entrepreneurship, the Shenzhen government has been making a great effort to enhance entrepreneurship education in universities, and to provide financial support for graduates to form their own start-ups.
