ABSTRACT
Chapter 8 gives recommendationsfor reformnot just of finance butin other sectors.These reforms would remove the implicit guarantee and therefore remedy the extractive financial system. They include SOE reforms, reform or policy adjustment in fiscal areas and in industry policy.
