ABSTRACT

Many, if not most, readers will be largely unfamiliar with how the U.S. government (“Washington”) works and policy is formulated and codified into law. That was me when I first arrived in DC in 1974 to work on Capitol Hill (“the Hill”), the name usually applied to the government’s legislative center. I have always believed that my first and subsequent years on the Hill were an amazing period of education for me, for which I am grateful. Many people contributed to that education and they are mentioned in early numbered chapters of this book.
