This essay was first published as a review of Documents on British Foreign Policy 1919-1939, First Series, Vol. 2: 1919 (London, HMSO, 1948), in the Times Literary Supplement (4 September 1948). In the review Alan Taylor was again critical of the principles behind the editing and concludes with a riposte to E.L. Woodward's insistence that the editors were not constrained by Whitehall in what they chose to publish.
