ABSTRACT

De Jure rights to groundwater are not clearly defined. But de facto, groundwater belongs to all those who have land overlaying on it (Singh, 1993). Anyone who has a piece of land has free access to the underlying resource. Hence, groundwater is treated as a common property resource. The amount of water that is legally possible to extract does not depend on the amount of land owned. Any land owner can extract any amount of water unless the geohydrology limits it.
