ABSTRACT
Scarce fresh water resources are not just a theoretical proposition tor the many mountain communities. Though mountains and uplands are the source of most fresh water supply, it does not follow, as some assume, that mountain communities are blessed with plentiful water supply. Water scarcity affords a penetrating example of the sociological and economic powerplays active in the responses of individuals and community.
