ABSTRACT
The emerging Israeli-Palestinian experience shows that water experts can reach understandings regarding complex issues in a relatively short time period, if the problems are adequately framed. In the case of the shared aquifers the framing of the problems as an environmental inter-generational problem, rather than a problem of allocating a fixed resource between two parties, was crucial for advancing a joint management concept.
