ABSTRACT

Under the conditions described thus far, how can we expect the goals of national integration, unity, stability, growth and development to be attained? Clearly, it is a struggle between the state and the ethnic group or community: the former relying on violence and unable to protect or provide for the poor; and the latter, relying on accommodation, support, dialogue, and the emphasis on a collective destiny anchored on the ethnic group. So far, it is a battle that the state is losing.
