ABSTRACT

The 1988 US-Japan Science and Technology Cooperation Agreement (88STA) were hailed by the then science adviser to President Reagan, Dr. William Graham, as one of the major accomplishments of the Reagan Administration. The 88STA was indeed a departure from past patterns of science and technology (S&T) agreements, but whether a major accomplishment is another issue. There have been hundreds of articles on various aspects of Japanese S&T accomplishments, failures, potentialities, and openness, obstacles which were looked upon variously as threats, challenges or just simply normality. There have also been a number of studies on bilateral negotiations concerning such thorny issues as textiles, automobiles, etc. Most of the S&T arrangements have been between US Government Departments or Agencies and Japanese Ministries. The research methodology of this study is based on interviews and analysis of the relevant documents and articles augmented by an analysis of selected studies on US-Japan S&T relations.
