ABSTRACT

In light of the decidedly contentious and bitter negotiations in which Graham's office, the Office of Science and Technology Policy (OSTP), played a large role, this was an ominous beginning to the implementation period. The Science and Technology Cooperation Agreement (88STA) created a complicated series of interrelated committees, task forces and liaison groups to implement the science and technology (S&T) agreement. With the renewal of the 88STA in 1993, the USG attempted to revitalize the Panel by giving it an "unofficial role" to advise the USG on suggestions for projects which would be of benefit to the US private sector, its access to Japanese technologies, specific comments on particular technology or even institutions. In recent years, several aspects of US and Japanese (USJ) science and technology relations have been handled on three planes: implementation of the 88STA, the Common Agenda created during the Clinton Administration, and the "technology basket" in the perpetually vociferous trade dialogue.
