ABSTRACT

The basic responsibility in the USG for organizing the necessary review effort for this purpose rested with the Bureau of Oceans, Environment and Scientific Affairs (OES) in the US Department of State. When the US Under Secretary of State attended the OECD meeting in Tokyo in November 1983, he incidentally also met with senior officials of four Ministries to discuss, as a trial balloon, the US idea of creating a joint "policy level" mechanism of the US-Japan science and technology (S&T) relationship "to improve the quality of US-Japan S&T cooperation". While one of the functions of the US review team was ultimately to meet with the Japanese in formulating a future S&T relationship, the other function was to act as an "inter-agency group" to assess the existing research projects and create a vision of a future S&T relationship between the US and Japan.
