ABSTRACT

The GOJ had up until now only been given an oral summary of some generalizations about USG ideas for revising the Science and Technology Cooperation Agreement (80STA) without any written material. It is not clear from available documentation what the GOJ specifically was informed, except that later the USG would claim that the GOJ knew of USG ideas, thinking in fairly specific terms. DOC's sudden rejection of many months of interagency coordination and hours of discussion now placed the USG in a potentially embarrassing position having the only Presidential Agreement on USJ science and technology (S&T) expire during the Reagan-Nakasone summit meeting in Washington. When DOC called for the creation of an interagency committee co-chaired by four agencies and to have EPC review each STA, State was finally bestirred to object effectively to this attempted turf infringement.
