ABSTRACT

Prior to the examination of the successive phases in the Euro-Maghreb relationship, an attempt is made here to convey a definition of the nature of this relationship along with a number of characteristic features associated with it. It is also the case that this chapter provides a background about the environment in which this relationship has been evolving. Despite not being an exhaustive review, it does, however, address some of the actual and possible developments or issues that, on both sides, have affected and might affect the course of its development. These include not only an examination of the state of regional integration among Maghreb countries and their external position towards Europe but also, on the Community side, those aspects relating to trade policy, the Single Market, treatment reserved to central and eastern Europe, and somewhat different perception of interests amongst Member States.
