ABSTRACT

This chapter investigates the interaction between domestic and international factors and the purpose is to ascertain Pacific Island countries (PIC) public sector capacity to formulate and sustain services meeting the needs of all citizens. The South Pacific Forum approach is reflected in attempts by South Pacific Forum Economic Ministers to strengthen national and regional economic and public management. The South Pacific receives more development assistance per head than other developing country regions. Some development assistance donor interests seeking PIC public sector reform have linked good governance to sustainability, poverty alleviation and community need and had threefolds: A first aim is to ensure that the development assistance provided helps public sector systems to invigorate local economic activity. A second goal is satisfying donor country taxpayers that development assistance provides value for money. A third is to ensure complementarity and consistency of recommendations from donors concerning PIC public sector reform.
