ABSTRACT

In this chapter an attempt is made to evaluate future locations for a free zone in Saxony, Germany. The idea is to create a market place for international business where import-export-savings can be realised as a result of the beneficial framework conditions given by a special custom status. Three potential locations for the free zone are discussed. First, Leipzig which is often characterised as the gateway to the East; secondly, the Euregions, because they are seen as the best locations for cross-border interaction; and thirdly, Dresden which has never been seen as a logistic node in this respect, although various data suggest that it has the potential to be the best location within Saxony. The free zone discussed in this chapter is a strictly transport related regional development tool. Transport related indicators are analysed as a case study for the “active space approach” to identify the location with the highest level of openness and sustainability possible.
