ABSTRACT

Although George W. Bush had the most diverse cabinet and slate of lower-level appointees of any Republican president, he was not a believer in affirmative action. Moreover, President Bush 43 never showed any understanding of the distinction between affirmative action in employment and affirmative action in college admissions. His talk about “affirmative access” reflects this. Nevertheless, his domestic policy has to be viewed in light of the fact that his tenure in office was characterized by the most disastrous attack on US soil by a foreign entity in history, 9/11, and two imprudent wars that took place afterwards.
