ABSTRACT

This chapter tells the fascinating story about how attempts by Brad Reynolds and Attorney General Ed Meese to get President Reagan to sign a rescission of the executive order were thwarted. It tells the story of a major leak that originated with a lower-level civil servant and demonstrates how civil servants have teamed with sympathetic political appointees like Secretaries of Labor William Brock and George Shultz to save programs that may be targets for elimination in their administrations.
