ABSTRACT
This chapter tells the story of the executive order, OFCCP and affirmative action under President Bill Clinton whose popularity with the African-American community helped him to win the Presidency twice. Clinton was a proponent of affirmative action but was unable to ensure that the programs to enforce the executive order were sufficiently funded.
