ABSTRACT
The vulnerability of nearly 90% of Uganda’s population to both natural and economic forces has the effect of perpetuating the socioeconomic decay of the countryside and rendering non-formal social support systems increasingly more fragile - thus leaving the population without any meaningful form of social insurance.
