ABSTRACT

This chapter sets out to tell the story of the development of housing associations in Scotland by recounting the key events; to profile the sector in 1988; and to consider its future as it begins the new millennium. Co-ownership involved members of an individual housing association taking out a collective mortgage on a housing scheme, often a block of flats. Central Govan Housing Association Ltd was established in 1971 as a community based association, with a shareholding open to local residents, working within a small geographical area, and having as its main objective that of supporting the regeneration of housing in its community. The role of housing associations in the drive to increase the level of owner-occupation was one of the key areas of debate in the 1980s. The introduction of a performance culture into the housing associations sector has been recognised as necessary by many, and there is some evidence that it has improved the overall level of performance.
