ABSTRACT

The objective of this chapter is to describe a project in Victoria, BC, in which child welfare staff from the Ministry for Children and Families have been placed in neighbourhood houses2 to assist families and particularly those where, without some help, child neglect may occur. The project does not assume primary responsibility for situations where physical or sexual abuse has taken place. Staff of the project combine individual, group and community work approaches to practice and view those being served not as clients or cases but as citizens of a community.
