ABSTRACT
This chapter considers the evolving nature of the Scottish arrangements in order to provide a framework for accommodating interests associated with development at national, regional and local levels of decision making in the new devolved geography of power. In Scotland, the Parliament and Executive is in the process of devising its own approach to forms of strategic planning, institutional innovation and economic development. The capacity of the new constitutional arrangements is also significant in terms of the need for appropriate economic, social and environmental strategies. In Scotland, devolution has involved the creation of a Scottish Parliament and Scottish Executive, which have assumed responsibilities for a range of administrative, political and financial functions. The Community Planning Working Group highlighted the leadership role of local government in asserting local agendas for the delivery of services and in providing a managed framework for effective inter-organisational relations.
