ABSTRACT

This chapter analyses the state of the art of the information and communications technologies (ICT) cluster in the region: what ICT-related actors can be discerned in the Haaglanden region, how do they interact and what are their location considerations? It bases on a literature study and a number of expert interviews with a variety of key people in the ICT sector in the region. The chapter starts with a general examination of the impact of ICT development and application on urban regions. It discusses the issue of clusters and cluster policies, given The Hague's ambition to develop such a cluster. The chapter describes the state of the art of the ICT cluster in the city of The Hague and the wider region. It takes a policy perspective: it describes and judges ICT-related policies in the Haaglanden region. The chapter draws conclusions and generates ideas to overcome shortcomings.
