ABSTRACT
There is a fundamental and well-recognised contradiction between an adequate income security system and the competitive labour market: an adequate income security system must provide benefits according to family size, but a competitive labour market cannot adjust wages according to the number of children in a worker’s family. Therefore, where wages are low and family size large, income security benefits may be greater than those from work, and wages from work will likely be inadequate to support the family.
