ABSTRACT

Although we have social rights and a civic policy providing help in nearly every situation where people are without private means - plus subsidies in cases where they have the means but where society has nevertheless chosen to accept responsibility - social benefits are not something disbursed automatically. To claim one’s benefits one usually has to encounter the system face to face in order to claim these rights. What happens when people meet the system is important: The result of the encounter will be influenced by the applicant’s qualifications.
