ABSTRACT
This chapter traces the process by which the local policy paradigm of rapid development was translated into a concrete administrative plan, including the absorption of one million Jews into Palestine within a period of two years. The chapter focuses on the Planning Committee, an administrative enterprise initiated by David Ben-Gurion and headed by David Horowitz that operated between 1942 and 1945. The Planning Committee, it is argued, transformed the vision of a Jewish state from a theoretical concept to real possibility having concrete administrative apparatus.
