ABSTRACT

In 1994 Vatican church politicians and Muslim delegates at the United Nations International Conference on Population and Development in Cairo countered a proposal to include "sexual and reproductive rights and health" in the Action Program, by bringing about a debate on homosexuality. "There has always been homosexuality" is a hypothesis about sex between men that in the modern era - that is since the 1860s - has moved the basis of gay history into the realm of the transhistorical. The neologism, homosexuality, indicated that the generalization and the whole question of sexuality between men was removed from morality and jurisprudence to medicine. Those who make the transition from being heterosexuals to being homosexuals are expected to edit their life story by remembering that "in reality" they have "always" been homosexuals. Since European-American culture is the globally dominating culture it may be inevitable that homosexuality is spread to other cultures.
