ABSTRACT

This chapter discusses the technological opportunities that are potentially available to Arab countries in the new millennium. It analyses the prerequisites and conditions for exploiting these opportunities. The chapter evaluates the 'absorptive capacity' of Arab countries; their science and technology policies; educational systems; research and development institutes; the number and quality of scientists and engineers available in the region, particularly within manufacturing enterprises; and the access of these countries to cutting-edge technologies. It suggests that a number of strategies, policies and programs that Arab countries should adopt in order to successfully exploit the technological opportunities available in the new millennium. Given the complex nature of the emerging technologies, it is very clear that Arab countries cannot hope to obtain them on a platter of gold. Arab countries will face an increasingly globalized and competitive world economy in the new millennium. More significantly, the globalization process presents opportunities, challenges, and problems for Arab countries.
