This chapter describes the historical development of technology policy in the Netherlands since the 1980s. Whereas this book as a whole focuses on the transition of technology to innovation policy in the 1990s and beyond, the cumulative and patterned nature of this process in the Netherlands can be better understood if we examine a longer period of time. The historical path leading up to the establishment of the Technological Top Institutes (TTI) policy instrument nicely illustrates this transition process. The establishment of the TTIs1 can be seen as a typical policy instrument in the light of the Learning Economy.
