ABSTRACT

This chapter discusses the issues surrounding the conceptualisation of needs within the framework of Local Management of Schools (LMS) and the Code of Practice. It examines the funding relationship between nonstatemented special educational needs and pupils with statements to develop a coherent approach to resourcing throughout the continuum of special educational needs (SEN). The results of a national survey will be analysed which illustrates the methods adopted by Local Education Authorities (LEAs), in their attempts to find solutions to the funding questions posed by the limitations of the government's legislation. The survey explores practice in LEAs for resourcing additional and special educational needs in 2001/02. The umbrella term 'additional and special educational needs' has been used throughout the survey and refers to a wide range of factors, relating to special educational needs and social deprivation, which LEAs take into account when funding schools.
