ABSTRACT

This chapter continues to apply the model of 'extended gatekeeper' to the local implementation of URBAN in Marseille, stage four of the policy process. It explores the details of implementation in order to assess further the distribution of power between the key partners involved in implementing URBAN. The final Programme URBAN Document signed in March 1996 focused on the following themes: Economic development and employment; Social development; Renewal of urban areas; Exchange of experience; and Local implementation of the programme. The chapter focuses on the politics and policy of the implementation of URBAN at grass roots level. It explores the management and administration of URBAN from the point of view of formal procedures established in the programme. A senior local councillor, with responsibility for urban policy measures in Marseille referred to the problems of coordination in order to explain the lack of action in certain areas.
