Old-age pension reforms in Guangzhou have undergone two stages. In the first stage, spanning from 1983 to 1992, reforms were carried out on an incremental and limited basis. The second stage began in July 1993. The focus of the reforms in this stage has been to improve the administration of the pension schemes and the protective functions performed by them. In the first stage of pension reform, the major efforts of the Guangzhou government were to convert traditional pension provisions and 'administration by individual enterprises' into pools across enterprises with the same type of ownership, and for workers of the same employment status. The reform of the pension system in Guangzhou started with the implementation of a contributory pension scheme designed in 1983 for contract workers. In the second stage of pension reform by 1992, pension pools in Guangzhou covered most of the enterprises and workers except migrant workers and those in the non-public sector.
