ABSTRACT

Ukraine has faced significant challenges during the twentieth century, particularly after achieving independence. Public Administration training and education, however, now has roots in Ukraine. The Ukrainian government responded by establishing its first training school in Public Administration. The Ukrainian Government has also had to learn how to pay adequate attention to the training of its public servants. In discussion with international colleagues it was often observed and remarked that the Ukrainian MPA programme included some modules which traditionally were not offered in Western institutes. The MPA programme succeeded in meeting the evaluative criteria of steering committees from Western partners. All MPA students were also encouraged to study a foreign language as there was a shortage of public servants with language skills. New regulations were introduced specifying that students had to have at least two years experience of working in the public service before entering the MPA programme.
