ABSTRACT

In independent Bangladesh, power changed hands several times, each incumbent to power promising to establish a government of the people which would be accountable to the people. Making the administrative system accountable has been considered one of the key challenges facing the government. The political leadership recognised the critical lack of accountability and has been motivated to tackle this challenge. Under the generals, constitutional accountability became ineffective as individual and collective responsibilities were lost in the constitutional confusion of military rule. The principal mechanisms of administrative accountability are Evaluation of Performance; Rules of Business; Secretariat Instructions; Supervision; Inspection. The operation of judicial accountability in Bangladesh is, therefore, quite different from that of many Western societies. Financial accountability is about making sure that public officials follow clear financial rules and regulations in the discharge of financial activities. Accountability is ensured by giving appropriate autonomy to public corporations. Mechanisms have been developed for professionals in Bangladesh to achieve high professional standards.
