ABSTRACT

The starting point of this book was the idea that there was a local dimension in environmental regulation. In other words we argued that what happened at local level could not be read off from national legislation but needed to be studied directly. While acknowledging that government had a large impact on the local level we chose to concentrate on four types of sub-national actor with potential direct effects at the local level: regional environmental inspectorates, local governments, firms, and the public (either via environmental groups or not).
